1. **Make the cake:**
– Preheat your oven to 350°F (175°C). Butter and flour a 9-inch round cake pan.
– In a large bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
– Add the eggs, milk, oil, and vanilla extract to the dry ingredients. Beat on medium speed for about 2 minutes until well combined.
– Stir in the boiling water until the batter is smooth. The batter will be thin, but that’s okay.
– Stir in half of the chopped walnuts into the batter.

2. **Bake the Cake:**
– Pour the batter into the prepared cake pan.
– Bake in the preheated oven for 30 to 35 minutes, or until a toothpick inserted in the center comes out clean.
– Remove from the oven and let the cake cool in the pan for 10 minutes before transferring to a wire rack to cool completely.

3. **Make the Chocolate Drizzle:**
– In a small microwave-safe bowl, combine chocolate chips and heavy cream.
– Microwave in 20-second intervals, stirring after each, until chocolate is melted and smooth.

4. **Assemble the cake:**
– Once the cake is completely cooled, place it on a serving plate.
– Drizzle the melted chocolate over the top of the cake.
– Sprinkle the remaining chopped nuts over the chocolate drizzle.
– Let the chocolate set before serving.
